Applying the Triple Helix Model tn Developing Scientific Research and Innovation: A Case Study of the Industrial University of Ho Chi Minh City – Quang Ngai Campus
Abstract
In the context of higher education's strategic shift towards models integrated with innovation and regional development, strengthening the linkages between academia, industry,
and government authorities has become an imperative. This study applies the Triple Helix model to analyze the current state of scientific research and cooperation at the Quang Ngai Campus of the Industrial University of Ho Chi Minh City during the 2021–2025 period. The research findings indicate that scientific activities have transitioned from fragmented efforts to organized initiatives; however, linkages with enterprises and regulatory agencies remain limited, particularly in technology transfer and the commercialization of research outcomes. Based on these insights, the paper proposes solutions to enhance the innovation ecosystem following the Triple Helix III model, contributing to the socio-economic development of Quang Ngai province.
