Assessing the Safety Culture Maturity at Hanoi Power Corporation

Abstract

This study assesses the safety culture maturity at Hanoi Power Corporation (EVNHANOI) during 2023-2025 using a case study approach based on safety reports, training records, field inspections, and documents related to the ISO 45001:2018 system. The results show notable progress in leadership commitment, safety training, incident reporting, and the application of technology in risk control. However, challenges remain, including differences in safety awareness across units and difficulties in contractor safety management within a complex urban environment. The study concludes that EVNHANOI has reached a proactive level of safety culture maturity, while further improvements in data-driven risk management, organizational learning, and behavioral safety are needed to achieve a higher maturity level.
