Abstract
Under the leadership of the Communist Party of Vietnam (CPV), Vietnam has achieved success in the Đổi mới process thanks to the implementation of systematic and sustainable policies rooted in the Party's leadership principles, which are steadfastly upheld and also flexible in adapting to rapid changes in international and regional circumstances. This article aims to clarify the change in the CPV's awareness in terms of citizens’ right to participation—a political basis for the improvement of Vietnam’s legal system to meet the requirements of innovating the country, of international commitments, and contributing to promoting Vietnam's integration process with the international community.
