Innovating national governance to meet the requirements of building and improving Vietnam's socialist rule-of-law State in the new era

Abstract

Resolution No. 27-NQ/TW dated 9 November 2022 of the Central Executive Committee on continuing to build and improve the Vietnamese socialist rule-of-law state in the new era defined the following tasks: “Innovate national governance towards modernity, effectiveness, efficiency, focusing on development management; ensuring constitutional and legal supremacy, enhancing transparency, accountability and people's participation”. The article analyses and clarifies the objective necessity of innovating national governance, evaluates the current state of national governance in Vietnam. From there, the article proposes some solutions to continue innovating national governance in a modern, effective and efficient direction, creating motivation for the country to develop strongly in the new era, including: innovating thinking, providing unified concepts of national governance models and methods; innovating methods and strengthening leadership of the Party; continuing to synchronously improve institutions, policies and laws; promoting the organisation of enforcing laws, strongly deploy decentralisation in state management; rectify inspection, examination, procuracy, and adjudication activities, ensuring that judicial proceedings are truly democratic, in line with the rule-of-law, civilized, and modern.
