Concepts, needs, and some directions for improving policies and laws on the organisation of enforcing laws
Abstract
The document of the 13th Party Congress has determined the strategy of improving the legal system and the efficiency of the organisation of enforcing laws "promoting law in connection with improving the effectiveness and efficiency of the organisation of enforcing laws". Meanwhile, the concept of organisation of enforcing laws has not yet been understood uniformly in Vietnamese legal science. The article studies and clarifies the concept of organisation of enforcing laws as well as the structure of policies and laws on this issue, and discusses the need for organisation of enforcing laws in building and improving the rule-of-law state in Vietnam nowadays. On that basis, the article offers several directions for improving policies and laws on the organisation of enforcing laws in the context of continuing to build and improve the rule-of-law Socialist State of Vietnam in the new period.
