Regulations on national technical standards for noise - Current situation and recommendations for improvement

Abstract

Noise pollution is one of the serious environmental issues that directly affects human health and quality of life. Although Vietnam has issued national technical regulations on noise, there remain many shortcomings that require adjustments and improvements. This article analyses and evaluates the importance of the national technical regulations on noise, highlighting its crucial role while also identifying the existing limitations and shortcomings. These include the lack of comprehensive reflection of the specific characteristics of different noise sources, an overly simplified technical approach, the absence of integration with modern measurement technologies, insufficient incorporation into relevant sectoral legal frameworks, and delays in updates to align with current socio-economic contexts and international integration requirements. Based on these findings, the article proposes several recommendations for improving the national technical regulations on noise: developing regulations tailored to each type of noise source, integrating technological advancements and practical data into the standards, reviewing and embedding noise control provisions into specific sectors, and updating the regulation to be consistent with current development conditions and international environmental protection commitments.
