Abstract

The Resolution of the 13^th National Congress of the Communist Party of Vietnam has affirmed that human security is one of the contents of social management and an essential aspect of national security associated with the promotion of human rights. Being well aware of "human security", with the aim of having appropriate views and solutions, is necessary in building a rule of law state, a democratic society and realizing our aspirations in developing the country. The article focuses on considering the concept of human security, the relationship between human security and human rights, and perspectives of the Vietnamese Communist Party on human security.
