Legal Framework for Offshore Wind Power Development Planning in Vietnam: Lessons Learned from Germany
Abstract
Offshore wind energy is emerging as a strategic renewable energy source in the context of global energy transition. This study analyzes Vietnam's current legal framework governing offshore wind energy development planning and compares it with Germany’s experience in establishing a comprehensive renewable energy legal system. The article evaluates Germany's achievements in formulating and implementing legal frameworks for offshore wind energy development. Based on comparative legal analysis between the two jurisdictions, the research identifies deficiencies in Vietnam’s regulatory framework concerning financial mechanisms, marine spatial planning and administrative procedures. The study concludes by proposing three specific recommendations to enhance Vietnam’s legal framework, aiming toward sustainable and efficient development of offshore wind energy.
