Abstract

Human resources are the most crucial resource for organizations in general and public universities in particular. Public universities consistently strive to attract high-quality human resources, especially lecturers. However, achieving this requires public universities to develop numerous strategies to attract high-quality personnel and consider all factors that may affect the attraction of high-quality human resources. This article identifies several concepts related to attracting high-quality human resources and several factors influencing the attraction of high-quality human resources to work in public universities.
