Abstract
The process of planning, organizing, directing, and monitoring learning outcome assessment activities toward enhancing students’ capacity to meet the suggested assessment goals and oversee assessment activities is known as managing learning outcome assessment activities towards teaching students how to learn. The paper suggests ways to increase operational efficiency based on an evaluation of the grade 3 Vietnamese language learning outcomes and the management status as it relates to capacity development in the Newton-Pascal education system in Hanoi.
