The development of the fourth industrial revolution has affected all areas of social life, including the field of education and training in Vietnam. The teaching perspective has shifted from a content-based approach to a quality-based and competency-based approach with the goal of training human resources with full qualities and competencies to become global citizens. The team of teachers teaching National Defense and Security Education is also affected by the above context. The article focuses on analyzing the theoretical basis and proposing a number of measures to contribute to improving the effectiveness of training teachers of National Defense and Security Education in the direction of developing quality and competency, creating a premise for continuing to develop this research direction at educational institutions nationwide.
