Abstract
Developing exam questions and organizing exams is an important step in the training process at universities today. To contribute to improving the quality of training, the construction of a test bank has been carried out with many rich and diverse forms such as multiple-choice tests, oral tests, essay tests, and a combination of multiple-choice tests and essay. The method of assessing learning outcomes in the form of essay exams is an issue that plays an important role and significance in developing students' competences in studying political theory subjects.
