Abstract
The 2018 General Education Program has been implemented for 4 years. In the current context of fundamental and comprehensive innovation in education and training, aiming at the formation and quality of learner capacity; The role of the homeroom teacher has fundamentally changed, from the administrative manager of a classroom to the person responsible for the comprehensive development of students’ personalities. In this article, the study proposes some basic measures to develop the resources of class teachers according to the participation approach of relevant forces, which is the right direction to firmly develop human resources. for Vietnamese education.
