To achieve this goal, the resolution emphasizes: "Continue to strongly innovate teaching and learning methods towards modernization; promote the activeness, proactiveness, creativity, and application of knowledge and skills by learners; overcome the one-sided, mechanical memorization style of teaching. Focus on teaching how to learn, how to think, encourage self-study, and create a foundation for learners to continuously update and renew their knowledge and skills, and develop their capacities."
