A PROPOSAL FOR INTEGRATING GLOBAL COMPETENCIES INTO THE HIGHER EDUCATION CURRICULUM: A THEORETICAL PERSPECTIVE FROM VIETNAM

Responding to the increasing imperative for internationalization within higher education,
this paper presents a theoretical proposal for embedding global competencies into university curricula,
with a specific focus on the Vietnamese context. Grounded in established global frameworks—namely,
the OECD Global Competence Framework, Deardorff’s Intercultural Competence Model, and Leask’s
Internationalization of the Curriculum approach—this study explores how these foundational models can
be effectively adapted and operationalized within Vietnam’s higher education system. Utilizing a public
university in Vietnam specializing in language and international studies as a representative case, the
paper systematically analyzes current challenges, identifies existing institutional and pedagogical gaps,
and proposes a phased implementation model. This comprehensive proposal encompasses curriculum
redesign, targeted faculty development, student-led initiatives, and robust evaluation mechanisms,
all designed to ensure sustainable integration. By offering both theoretical insights and actionable
strategies, this study seeks to contribute meaningfully to the discourse on curriculum innovation and
internationalization in emerging educational contexts.
