The Physical Education course in universities plays an essential role in developing students’
overall health, enhancing motor abilities, self-discipline, and teamwork skills. This study examines
the factors influencing student participation and learning outcomes in the Physical Education course
at Electric Power University, including personal motivation, teaching methods, physical conditions,
class schedules, and the impact of the social–learning environment. The findings reveal that personal
motivation and physical infrastructure exert the strongest influence, while teaching methods and the social
environment also play significant roles. Based on these results, the paper proposes several solutions to
help the university and instructors improve the quality and effectiveness of Physical Education learning
for students in the current context
