In recent years, startup activities in Vietnam have made many changes and developed strongly. Decision 844/QD-TTg of 2016 of the Prime Minister on approving the project "Supporting the national innovation ecosystem until 2025" has created an important push in the formation and connection of the components in Vietnam's innovation ecosystem. Given the fact that thousands of startup ideas are implemented and hundreds of startups are established each year, the emergence of startup incubators - an important component in the ecosystem - is very timely and necessary. Based on identifying and analyzing the roles of different components in the innovation ecosystem in universities, the article proposes some solutions to develop innovation activities.
