The values of Ho Chi Minh’s thoughts on public relations work for the current Vietnam People’s Army
Abstract
Ho Chi Minh’s ideology on mass mobilization serves as a theoretical foundation and guiding principle for the Vietnam People's Army in fostering close militaryivilian relations, strengthening the people's defense posture, and successfully fulfilling the mission of national defense. This ideology emphasizes the role of the people as the core force in revolution, highlights the power of great national unity, and advocates for a practical, interest-based approach to mobilization rooted in the legitimate aspirations of the people. This article analyzes three key theoretical values and three notable practical aspects of Ho Chi Minh’s thought on mass mobilization. It also assesses the current status of mass mobilization efforts in the military, pointing out significant achievements as well as limitations that need to be addressed. On that basis, the article proposes practical solutions, including: strengthening political and ideological education, improving the competence of officers, enhancing coordination between the military and socio-political organizations and local authorities, intensifying inspection and supervision, and especially integrating mass mobilization with military and defense tasks. Promoting the study and application of Ho Chi Minh’s ideology, ethics, and working style-particularly the principle of “clever mass mobilization”-is identified as a critical factor for improving the effectiveness of mass mobilization efforts within the military in the current context.
