Abstract
Vietnam’s higher education system is undergoing a digital transformation, particularly with the rise of massive open online courses (MOOCs). Consequently, digital and open digital learning materials are being developed. Developing these systems presents challenges for universities, notably concerning intellectual property, legal frameworks, and financial resources. This article examines the use of modular open learning materials in higher education and suggests ways to address current training difficulties.
