Abstract

Commune-level public servants are the force directly responsible for implementing cultural and sports policies at the grassroots level. However, in the context of increasing demands for cultural and sports development associated with new-style rural construction, digital transformation, and the rising spiritual and mental well-being needs of the people, coupled with changes in administrative boundaries and the two-level government structure... the content and methods of training cultural and sports knowledge for commune-level public servants have revealed many inadequacies. This article analyzes the current state of training, points out the limitations and causes, and subsequently proposes requirements and orientations for innovation to improve the quality and effectiveness of this workforce.
