Abstract

In the context of Ho Chi Minh City merging with Bà Rịa - Vũng Tàu and Bình Dương, and simultaneously implementing the two-tier local government model from July 1, 2025, the system of grassroots cultural and sports institutions has entered a comprehensive phase of restructuring. This process presents both an opportunity to streamline the organizational apparatus and optimize resources, as well as a significant challenge in governance and operational management. Based on the directives and guidance from central and local authorities, the network of cultural and sports institutions in Ho Chi Minh City has been reorganized into 38 Centers for Delivering Public Services in Culture and Sports. These centers are responsible for providing services to 168 wards, communes, and the Con Dao special zone. The article focuses on analyzing the current situation of this restructuring process, identifying its advantages and limitations, and proposing appropriate recommendations for building a more effective and sustainable system of grassroots cultural and sports institutions, in order to meet the demands of urban development in the new phase.
