Abstract

The article analyzes the role of cultural soft power in the foreign policy strategy of the French Republic, where culture is considered the core element shaping national prestige and influence. France has built an extensive network of cultural institutes, universities, artistic organizations, cinema, and international media, through which it promotes the French language, heritage, and lifestyle worldwide. As a result, France not only maintains its status as a cultural power but also effectively integrates political, economic, and educational diplomacy. From this case, the article draws lessons for Vietnam: the need for a long-term strategic vision, investment in cultural institutions for foreign relations, promotion of language and heritage values, diversification of communication channels, and integration of culture with economic and political interests. Culture, therefore, is not only the “soft side” but a strategic pillar in development and international integration.
