Abstract

Civil service culture is a factor that contributes to enhancing the effectiveness and efficiency of the state apparatus, intrinsically linked to its responsibility to serve the People. In the context of political system reform and the building of the Socialist Rule of Law State of Vietnam, improving civil service culture alongside the streamlining of the administrative apparatus is considered an essential requirement to meet the demands of development and public service. This article analyzes the role of civil service culture in building the Socialist Rule of Law State and in streamlining the apparatus to serve the People and meet the nation’s development in the new era. Concurrently, the article proposes a number of solutions to improve the quality of civil service culture for the contingent of cadres, civil servants, and public employees.
