Abstract
The article analyzes the transformation of traditional festivals in Ninh Binh within the context of tourism development by applying the theory of cultural change and the stakeholder theory. From this, the author proposes solutions to balance the preservation of tradition and sustainable tourism exploitation, aiming to maintain the sacredness, while simultaneously strengthening responsible tourism education, contributing to the preservation and promotion of cultural heritage in international integration.
