Abstract

Throughout history, artists and intellectuals have always been a dynamic force. They have exerted a profound influence on the process of building and developing a nation’s culture. Artists and intellectuals serve as a bridge between tradition and modernity, and between national identity and the quintessence of humanity. At the same time, they contribute to the sustainable development of culture in the period of international integration. However, rapid changes in society along with delays in reforming supportive policies are limiting their ability to contribute to the development of culture, literature, and art of the country. The article analyzes the policies that have been and are being applied to artists and intellectuals, evaluates the effectiveness of the policies, and proposes solutions to strengthen the role of this group in the context of the new period.
