Abstract

This paper explores how the integration of Artificial Intelligence (AI), Big Data, and Image Science is transforming urban service pricing models and standard frameworks, especially in the context of emerging cities like those in Vietnam. Facing growing infrastructure pressure, rising service quality demands, and the call for transparency, urban authorities are leveraging digital technologies not only to improve operations but also to redefine public service pricing mechanisms—shifting from static, cost-based pricing to dynamic and value-based pricing models informed by real-time data. At the same time, the establishment of data-driven urban service standards, particularly through measurable Key Performance Indicators (KPIs) and Service Level Agreements (SLAs), enables transparent monitoring, responsive management, and continuous service improvement. The paper analyzes the indirect yet profound impact of these technologies on unit costs, real estate valuation, and the perceived livability of urban spaces, forming the foundation for a smarter, more efficient urban governance model. It also highlights challenges related to fragmented data, rigid regulatory frameworks, and social equity concerns, especially in the Vietnamese context. The paper concludes with policy implications and research directions that support the broader adoption of these technological innovations to foster data-driven, citizen-centered, and performance-optimized urban service systems.
