ASTRACT:

Currently, when it comes to assessing construction investment projects in general or the project of apartment in particular, the only factor that matters is assessing the efficiency during the process of project formation, these include the stages investment duration, considerable attention has not been paid to the assessment task at the time of exploiting the operation of the construction work, in concrete, this article mentions exploiting apartment exploiting to serve the purpose of
accommodating and complex apartment. Reality show that the use expensive to operate and exploit the construction works are far larger than those of the financial figure spent on the sites. Without the assessment during the operation process, lot of undesirable loss wastefulness would be caused, which in turn negatively impacted social sources and users. Therefore, the author of this article researches into the issues related to the task of implementing the assessment during the period of operation on apartment, which contributes to completing and enhancing the quality, efficiency of investment to the entire society.
