Investigating barriers to renovating and reconstructing old apartments in Ho Chi Minh City

Abstract

Renovating and reconstructing old apartments is critical for urban redevelopment. Ho Chi Minh City currently has 474 old apartment buildings built before 1975. The existence of old apartment buildings contains many risks and may negatively affect the city's sustainable development. However, only 32 of 274 existing old apartments have been addressed. The implementation of renovation and rebuilding of old apartments faces many obstacles. This study analyzes critical barriers to renovating and reconstructing old apartment buildings in Ho Chi Minh City. The literature review and interviews with experts have pointed out 12 main obstacles in implementing these projects. This study helps managers and researchers identify the project's main barriers to develop appropriate management methods to improve project success.
