Assessing the current status of management and operation of housing areas serving Hanoi Industrial and Export Processing Zones - Some issues that need to be researched and resolved
Abstract
Currently, there are 10 industrial parks in Hanoi city with 157,307 workers, about 80% of workers are having to rent accommodation in residential areas. The construction, management and operation of worker housing areas for industrial parks and export processing zones in Hanoi have been implemented by the city since 2007, however, in the process of management and operation, there are still many problems. Problems exist such as not being able to attract all workers to fill worker housing areas. This study explores the effectiveness and limitations of the management and operation of worker housing in industrial parks and export processing zones in order to find solutions for future projects. The study surveyed and evaluated 5 current worker housing areas in Hanoi. Research results show that achieved and unachieved issues include: (1) Partially meeting the needs of Hanoi Industrial Park and Export Processing Zone workers; (2) Low-cost operating management mechanism makes the quality of facilities poor and not suitable for workers' housing needs; (3) It is necessary to renovate and design new worker housing premises according to needs, there needs to be a fund for maintenance and management of professional worker housing areas similar to commercial housing areas to meet the facilities and attract workers to live.
