Adoption of strategic planning: A reformed state management tool to govern housing sector in the transitional economy of Vietnam

Abstract

In pursuit of sustainable socio-economic development targets, Vietnam administration has prioritized, among various tasks, the institutional improvement and proper positioning the role of state in relations with market, whereby the state manages the economy by promulgating policies, institutions, strategies, plans... In an important sector of housing and real estate market, transformation of state management tools is successively required whereby strategic planning can be further adopted as a tool to systematically concert national housing strategies with local housing plans to promote housing development. Through literature review, this paper will start with the assessment of existing practices of housing management at both international and national levels. A contextual analysis is then applied in an effort to clarify the revigorated role of state in housing development and the necessities of modern planning in housing sector in contrast to the former “centrally planning” often loomed in transitional economy in Vietnam and identify shortcomings and limitations. In light of current contexts and trends, new socio economic targets, and reforming requirements of state governance, management gaps can be hence identified so as a housing strategic planning system is subsequently recommended in an effort to enhance the capability to meet housing development goals and targets.
