Abstract

Water is an essential human need, but human rights to water are recognized quite late compared to other rights. It is only when the world has major water crises, conflicts due to water disputes, epidemics/deaths due to the use of polluted water, etc. that human rights to water will become a matter of discussion on the agenda. The right to access to clean water was officially recognized by the United Nations as a basic human right in July, 2010. By means of a literature review, the author reviews the process of recognizing the human right to clean water, the theoretical basis of the right to access to clean water and the results of the implementation of the National Strategy on rural people's right to clean water in Vietnam.
