Assessing the status of public land management in Yen Khanh district, Ninh Binh province

Abstract

The study aims to evaluate the advantages, limitations, and causes of public land fund management in Yen Khanh district and propose solutions to improve public land fund management. Secondary data are collected at the People's Committee of Yen Khanh district. Primary data are collected from 120 households renting public land and 44 cadres and civil servants. Evaluation criteria include the publicity of land use planning; area and term of the land lease; land lease procedures; human resources, facilities, sense of law observance of land tenants, etc. By 2021, public land has 495.40 ha, leased to 1958 households 422.67 ha, accounting for 82.62 % of the total area of ​​land. The land lease term is from 1 to 3 years, the collected land rent is 2578,287 million VND. According to 84.09% of the total number of officials, tenants comply well with the land law, while 15.91% say that the people do not comply well. According to 65.91% of officials, human resources meet the job; 34.09% say that human resources do not meet the job requirements. Proposed solutions include completing the land lease; stepping up the dissemination of the land law, inspecting, examining, and sanctioning administrative violations; strengthening human resources to manage public land.
