Abstract

The activities of preventing, detecting, and handling acts of group interest, localism, corruption, and negativity in the work of developing and giving opinions on legal documents, despite existing legal regulations, are still unclear and lack specificity. For instance, there is a lack of regulations to identify acts of group interest, localism, corruption, and negativity in the development of legal documents. There is no sanction against competent agencies when the court has recommended to review, amend, supplement, or abolish legal documents contrary to the Constitution, law, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly but are not reviewed, not responded... leading to low efficiency. This article presents comprehensive perceptions and directions to improve the mechanism to prevent, detect, and handle acts of group interests, localism, corruption, and negativity in the current law-making work.
