Assessment of the status of land registration in Quynh Phu district, Thai Binh province

Abstract

This study aims to assess the current situation and propose solutions to improve the land registration in Quynh Phu district, Thai Binh province. The secondary data source on land registration results is collected at the branch of land registration office in Quynh Phu district. The primary data source to assess the status of land registration is collected from the survey of 45 officials, civil servants and officials involved. In the period 2016-2020, Quynh Phu district has completed the first land registration for 13,525 cases and registration of land changes for 23,122 cases. The land registration is carried out in accordance with the prescribed order and procedures, but there are still some limitations such as lack of capital and human resources; degraded facilities; poor network connection system... Solutions to improve land registration include reviewing legal regulations to ensure consistency, promulgating a Decree on electronic registration; propagating the law to land users; increasing capital sources to complete the first land registration; strengthening training, expertise and professionalism for the branch staff of the General Registration Office and the cadastral officials; strengthening sanctions for administrative violations related to land registration, especially in cases of land use right transfer without registration of land changes.
