Abstract

The study aimed to point out the advantages, limitations, and causes and propose solutions to complete land allocation and land leases for organizations in Cao Loc district. Secondary data were collected at functional departments in Cao Loc district and Lang Son province. Primary data were collected from 18 organizations with land allocation, 17 organizations with land leases, and 35 officials and civil servants. In 2016-2020, the land was allocated or leased to 35 organizations with a total area of ​​24.743,3 m2 và 290.563,6 m2 respectively. More than 80% of organizations were satisfied with the professionalism of officials and civil servants and the duration of land leases. However, according to 82.86% to 85.87% of cadres and civil servants, the provisions of the law on land allocation and land leases were still inadequate. According to the majority of cadres and civil servants, it is necessary to increase funding to support people performing land allocation and land leases. Some organizations have little understanding of land law and even land law violations. Solutions include completing the order and procedures for land allocation and land lease; Strengthening land management after allocation and lease; Increasing human resources and funding for land allocation and land lease; Promoting propaganda and education on land law.
