Evaluation of the auction of land use rights in a number of projects in Thuong Tin district, Hanoi city

Abstract

Researching and evaluating the implementation of regulations in the auction of land use rights in 02 projects; evaluating the quality of the auction of land use rights through clear criteria to make conclusions about the auction of land use rights, thereby improving the efficiency of land use and management. The research methods used include data collection, selection of research location, investigation of primary data and statistics, synthesis, analysis of data. The results of the survey show that The Auction Council strictly complied with the regulations on the auction of land use rights; most of the opinions of people are that the auction plan is publicly and transparently;  information about the plot of land is clearly; starting price and price step are accordances with the auction regulations according to the country's regulations. To improve the effectiveness of the auction of residential land use rights in research area, it is necessary to implement main solutions such as: publicly and transparently implementing the plot of land which put up for auction, exactly planning the location of the land,  determining the suitable starting price of the land with the market price and researching to apply the method of a public auction for each land lot.
