Abstract

“Họ, hụi, biêu, phường” is a form of personal loan in society prescribed in legal system. Decree No.19/2019/ND-CP on “Họ, hụi, biêu, phường” have added many new regulations on the legal responsibilities of the leader. The article analyzes the legal responsibilities of the leader and proposing solutions to improve this institution.
