PROPOSING STRATEGIES FOR BALANCING CULTURAL HERITAGE CONSERVATION AND ECONOMIC DEVELOPMENT IN HO CHI MINH CITY

Abstract

This study explores the ongoing conflict between economic development and cultural heritage conservation in Ho Chi Minh city, aiming to propose solutions for a balanced approach in urban planning. Using environmental and social impact assessments as key methods, the research evaluates both the economic benefits and cultural impacts of urban development projects. Findings reveal that many historical structures and traditional cultural areas have either been demolished or significantly altered, leading to an irreplaceable loss of cultural heritage and diminishing the city’s historical and cultural identity. The study emphasizes the urgent need for policies that harmonize the demands of economic growth with heritage conservation. It proposes leveraging the economic potential of cultural heritage, particularly through tourism and commerce, as a means to generate financial resources for reinvestment in preservation efforts. Ultimately, the study advocates for a strategic balance where heritage sites contribute to the economy while receiving the necessary protection and support to maintain their cultural significance.
