Abstract

One of the important legacies of Ho Chi Minh's thought is his concept of "democracy." This serves as the theoretical foundation for the lesson of "relying on the people" that our Party has drawn and upheld throughout the period of renovation. Based on the methodology of Marxism-Leninism, Ho Chi Minh's Thought, and methods of analysis, synthesis, comparison, and abstraction, this article clarifies the basic content of Ho Chi Minh's thought on "democracy" and the Party's idea of "relying on the people." In Ho Chi Minh's thought, "democracy" is understood as "the people are the masters" and "the people exercise their mastery." By thoroughly grasping Ho Chi Minh's views on "the people" and "democracy", the Party's 6th National Congress formulated the lesson of "relying on the people," which asserts that in all its activities, the Party must start from the interests, aspirations, and capabilities of the people to devise appropriate policies; it must build and promote the people's right to mastery; and it must fight against negative tendencies among cadres and Party members that harm the close relationship between the Party and the people, such as bureaucracy, authoritarianism, commandism, and estrangement from the masses. Today, in the context of building and perfecting a socialist-oriented market economy, finding and implementing solutions to enhance the effectiveness of the Party's lesson of "relying on the people" is extremely important and urgent.
