THE 2024 ROAD TRAFFIC ORDER AND SAFETY LAW: POTENTIALS AND PROSPECTS FOR REDUCING TRAFFIC ACCIDENTS IN VIETNAM
Abstract
The article focuses on examining the potential and prospects of achieving the goal of reducing road traffic accidents under the Road Traffic Order and Safety Law 2024, in the context of the increasingly complex traffic accident situation in Vietnam. The study employs a theoretical analysis and synthesis approach combined with empirical research, systematizing newly promulgated legal provisions and comparing them with the previous legal framework. The results indicate that the 2024 Law introduces several significant innovations, such as separating infrastructure management from traffic order and safety management, implementing a demerit point system for driver’s licenses, enhancing the application of technology, and protecting vulnerable road users. In 2023, there were 22.067 traffic accidents nationwide, resulting in 11.628 deaths and 15.292 injuries, highlighting the urgent need to apply the new legal framework. In conclusion, the Road Traffic Order and Safety Law 2024 establishes a comprehensive legal foundation which, if implemented synchronously, will make an important contribution to the goal of reducing traffic accidents in the coming period.
