DIGITAL COMPETENCE AND DECENT EMPLOYMENT ACCESS AMONG ETHNIC MINORITY YOUTH IN VIETNAM

Abstract

In the context of rapid digital transformation in Vietnam, enhancing digital competence among ethnic minority youth plays a crucial role in promoting sustainable development and ensuring equitable employment opportunities. This paper focuses on three main aspects: (1) the perceptions of ethnic minority youth regarding digital competence; (2) the factors influencing the formation and development of this competence; and (3) the role of digital competence in accessing suitable employment. Drawing on qualitative research, including 30 in-depth interviews and 9 focus group discussions conducted in the provinces of Thai Nguyen, Lao Cai, and Lai Chau with students, educators, and business representatives, the study reveals that ethnic minority youth increasingly perceive digital competence not merely as technological skills, but also as tools for social connection and civic participation. The development of digital competence is shaped by three key factors: socio-economic conditions, individual motivation, and learning environments. Furthermore, digital competence is closely linked to the ability to access appropriate employment opportunities in a digitized labor market. This paper contributes to a better understanding of the conditions necessary for strengthening digital skills among ethnic minority youth, aiming toward inclusive and sustainable development.
