Abstract

In the context of administrative reform and personnel streamlining, enhancing the quality of the civil service has become an essential requirement to ensure the effectiveness and efficiency of the state apparatus. This study aims to assess the management of professional training for departmental-level civil servants in support of organizational restructuring and streamlining in Hai Phong city during the digital transformation period. Using a survey of 100 civil servants combined with document analysis and comparative methods, the findings indicate noticeable progress in program development, planning, and implementation. However, limitations remain in leadership, monitoring, evaluation, and resource mobilization. Based on these findings, the study proposes a competency-based training management model integrating digital technologies and outcome-based evaluation. The results contribute additional evidence to contemporary public management theory and offer practical implications for improving the professionalism and effectiveness of departmental-level civil servants.
