Social Insurance Law (Amendment): Need Science and Feasibility

Abstract

With the purpose of ensuring social security of the people based on human rights according to the provisions of the Constitution and institutionalizing the contents of Resolution No. 28-NQ/TW in a diverse and flexible direction, multi-layered, modern, internationally integrated and moving towards social insurance coverage of the entire workforce, fundamentally amending the problems and shortcomings from the practice of implementing the 2014 Social Insurance Law and Resolution No. 93/2015/QH13. Ensuring constitutionality, legality, synchronization, unity, feasibility, international standards and gender equality is necessary. Amend the Social Insurance Law this time in the direction of expanding, increasing rights, benefits and creating attractiveness to attract workers to participate in social insurance. Thereby, ensuring the best benefits for current employees and pensioners. At the same time, the amended Law also perfects state management regulations and a professional, modern, effective, open and transparent implementation organization system in accordance with the management mechanism and the new context of the economy
