Abstract
According to the provisions of the law on environmental protection, the environmental information system and database are built and operated according to decentralized management from the national, ministerial and provincial levels, ensuring the consistency, availability and ability to connect, share, and interoperate between systems, complying with the Vietnam e-Government Architecture Framework, version 3.0, towards a digital Government. Therefore, to deploy the construction of environmental information systems and databases at all levels that meet current regulations, we propose to use the Reference Architecture concept to provide a model for developing standards on system, service information and technology matching to the entire environmental sector and can be reused to build architecture for industry-wide systems from central to local levels. The research applies the following methods: (i) Synthesize, analyze and evaluate documents and select results; (ii) Collect and use information through documents and direct interviews; (iii) Analysis and summary of experience. We have built 04 reference architectures including business, data, applications and technology of the biodiversity specialized group in the overall environmental information system and database to demonstrate the feasibility of this approach. These reference architectures will continue to be expanded and applied to other environmental disciplines defined in the Vietnam e-Government Architecture Framework, version 3.0 to establish an overall Reference Architecture for the information system and database in the field of environment.
