EXPERIENCES IN IMPLEMENTING E-GOVERNMENT IN SOUTH KOREA AND ITS RELEVANCE TO PRACTICE IN VIETNAM
Abstract
Abstract: E-government is considered an important tool for improving the efficiency of state management and the quality of public services, thereby contributing to meeting the requirements of modern governance. Using literature review method within and outside the country, the paper explores the current status of e-government implementation in South Korea, including the implementation roadmap, initiatives, and main tasks in the e-government development process, as well as the achievements and factors contributing to the success of e-government implementation in South Korea. By doing so, the paper draws lessons and specific challenges for developing e-government in Vietnam, including i) Institutions to promote e-government development namely regulations and laws should be more specific. (ii) It is necessary to develop information technology human resources specialized in e-government; (iii) It is necessary to focus on stable budget sources and meet the demand for e-government construction and operation; (iv) To deal with weak infrastructure, overall coordination between government agencies should be required; and (v) The leadership role becomes crucial in successful implementation of e-government in Vietnam.
