DEVELOPMENT OF AGRICULTURAL INDUSTRY CLUSTERS IN VIETNAM: A CASE STUDY OF THE RICE INDUSTRY IN THE MEKONG DELTA

Abstract

Abstract: In the context of globalization, the agriculture sector in Vietnam is transforming to enhance competitiveness in the global market. One potential solution is the development of agricultural industry clusters. This study aims to analyze the prerequisites for the formation of rice industry clusters in the Mekong Delta region. Data were collected from rice industry reports, combined with surveys and investigations involving five groups of stakeholders with 300 samples across five provinces in the region. The research has revealed that the Mekong Delta region has favorable conditions, including natural and social factors, concentration levels, and specialization, to develop rice industry clusters. However, institutional operating conditions, the leading role of flagship enterprises, and the collaborative nature of production and business are significant barriers to the development of industry clusters. Policies for cluster development should prioritize regional spatial reorganization, enhance innovative initiatives, and support stakeholders in strengthening collaboration in rice production, processing, and trade.
