Abstract
Improving the spiritual and cultural life of the people is a key requirement in implementing the socio-economic development strategy. Establishing theoretical and practical foundations for measuring and assessing culture is essential to provide a basis for evaluating and adjusting policies to meet this requirement. The paper draws on the study of experiences from several countries and prominent international organizations in measuring and assessing cultural enjoyment, thereby offering suggestions for Vietnam. The research results indicate that international experiences in developing indicator frameworks, the structure of indicator sets, and measurement and assessment methods provide important insights for Vietnam in building its own indicator set for measuring and assessing cultural enjoyment.
