Abstract
The paper analyzes the determinants affecting the allocation of state budget to central-level public hospitals in Northern Vietnam. The main objective is to assess the extent to which socio-economic determinants, the hospitals’ autonomy over recurrent expenditures, and the demand for medical services influence budget allocation decisions. The research employs econometric methods using data from 2018 to 2022, identifying significant determinants such as population size, gross regional product, poverty rate, and the impact of the Covid-19 pandemic. The results indicate that population growth has a positive effect on the allocated budget, while per capita income shows a negative relationship, reflecting changes in people’s ability to pay for healthcare. Additionally, the previously allocated budget and the hospital’s total expenditures play important roles in determining the budget for the following year. Based on these findings, the paper proposes policy recommendations to optimize budget allocation mechanisms, ensure efficient resource utilization, and improve the quality of public healthcare services.
