A STUDY ON EDUCATION AND TRAINING COURSES IN OIL POLLUTION RESPONSE AT SEA: RECOMMENDED TO APPLY IN VIETNAM
Abstract
Marine oil pollution is a matter of high interest to the public and authorities, because of the high frequency of occurrence in the waters of Vietnam and resulting in the long-term consequences for the environment and socio-economic. Improving the capabilities of oil spill response personnel are urgently needed to minimize the effects of oil pollution incidents. The International Maritime Organization (IMO) has planed an OPRC Model course to enhance the capacity of oil spill response personnel. The article analyzes the current status of education and training in Vietnam, comparing with revied IMO model course, the GRN training program, which suggests several options in line to develop
