Abstract

Human trafficking prevention is a globally studied issue in an effort to recommend solutions and policies to protect people, especially women and children from all forms of human trafficking and exploitation. The Vietnamese Government has expressed strong commitment through the promulgation of many legal documents as well as the implementation of many programms/activities to prevent and punish humant trafficking criminals. However, human trafficking has many sophisticated and complex variations so far, making it difficult to prevent, investigate and adjudicate, as well as to for people, who have accidentally become victims, to counter. Therefore, this study will clarify the basic concepts: “human trafficking”, “the prevention of human trafficking”, analyze the policy framework and identify risk factors in order to propose solutions to strengthen human trafficking prevention in Vietnam. Using document review method, this study found that in order to more effectively prevent human trafficking, besides continuing to propagate, disseminate laws related to human trafficking criminals, it is necessary to integrate and associate the policies of preventing and combating human trafficking with key socio-economic and political development tasks of the localities; focus on communication to enhance awareness and change behaviors in the prevention of human trafficking to all State officials and people in the communities.
